The certification must state "HAVING SEEN THE INDIVIDUAL AND THE IDENTIFICATION DOCUMENT AT THE SAME TIME I CERTIFY THIS IS A TRUE COPY AND THE PHOTOGRAPH A REASONABLE LIKENESS" Appropriate certifiers include lawyers, banks, officials from embassies or consulates.
